The following link leads to a website with everything you need to know about obtaining end game gear.

There is a certain order in which gear is usually obtained and it is appropriately named "Gear Progression".

The Gear Progression is as follows:

(1) Idoneal
(2) Fulminate
(3) Wroth
(4) Schisma
(5) VM4
(6) VM5

The Shortcut Gear Progression:

(1) Idoneal
(2) Fulminate
(3) Schisma
(4) VM5

_______________________________________________________________________________________

(1) Idoneal (not eligible for enchanting)

Idoneal is the first set of gear you obtain after hitting 65. It can be obtained through meeting the three 3 orange story quest requirements as shown in the Vanguard Initiative Window (H). Alternatively, it can be obtained upon successfully completing the level 63 Master Glyph Dungeon; Macellarius Catacombs and from the vanguard initiative merchant located in both highwatch and amadjuak trading post. The idoneal armor is received from a npc standing next to the exit teleportal at the end of the dungeon.

(2) Fulminate (not eligible for enchanting)

Fulminate is the second set of gear you obtain after hitting 65. It is primarily and most commonly obtained through the raid dungeon known as Bathysmal Rise (Normal Mode). Alternatively, it can be obtained through dungeons such as Channelworks and Ravenous Gorge and from the vanguard initiative merchant located in both highwatch and amadjuak trading post. This approach is not suggested.

(3) Wroth (Tier 6)

Wroth is the third set of gear you obtain after hitting 65. It is obtained through the raid dungeon, Akeron's Inferno (Normal Mode) and through cosmoshards. Although Wroth is the primary set of the dungeon, there is also a chance for bosses to drop schisma, which is the next tier of gear. This has led to people completely skipping wroth for schisma. It is viable, making wroth more or less optional; however I, Dignity, do not personally suggest it for first time players as enchanting wroth gear gives you experience about masterworking, gives new players more time to learn the game, and makes you eligible for Akeron's Inferno (Hard Mode) with full +12 wroth. There is also the benefit of Wroth being Tier 6 and therefore using the all too easily obtained tier 6 feedstock.

(4) Schisma (Tier 7)

Schisma is the fourth set of gear you obtain after hitting 65. It is obtained through the raid dungeon, Akeron's Inferno (Normal Mode). Schisma, being the last set before vision maker tier, is the pinnacle of PVE gear excepting aforementioned Visionmaker.

Vision Maker Explanation

Vision Maker is generally acknowledged as end game gear. The first visionmaker set to come out, was a mix of pve and pvp gear. Since then, similar sets have come out but with separate sets for pve and pvp. The sets that came after the first visionmaker gear are called, vm2, vm3, vm4, and vm5.

(5) VM4 (Tier 6)

Generation gear, more commonly known as vm4, is the 4th visionmaker set to come to TERA NA. It is obtained through crafting which needs materials from multiple end game dungeons.

(6) VM5 (Tier 7)

Lucid gear, more commonly known as vm5, is the 5th visionmaker set to come to TERA NA. It is obtained through crafting which needs materials from multiple end game dungeons.
